Hot water boiler furnace-insufficient heat

Temp dropped to zero F in Michigan. Hot water furnace only gets house to 60F in house. Installed new circulating water pump today, no help. Installed a new gas regulator last march. Have lots of yellow tips on top of blue flame. Have five cast iron burners. The burner closest to the gas valve has very low flame and is the last to light, lags by 10 - 15 seconds. Has 1/4 inch high flame the other burners ares 3 to 4 inches high. Unit is peerless boiler and about 30 years old. In previous Winters at Zero it seemed to be able to get to 70F in the house. Water temp in boilers is 160 F and pressure gage says 19 psi
Can any one comment or suggest adjustments. Would or does the new gas valve need adjustments?

I am assuming that this is a Gas boiler. If so check your burner tubes for buildup, clean the orifices in all tubes, check your gas pressure,increase your boiler temp to 180 degrees and turn down your pressure to 12psi.
